10 नवम्बर 1801 को अवध के नवाब सआदत अली से ईस्ट इन्डिया कम्पनी ने एक बड़ा भूभाग ले लिया जिसमे सात जिले (कानपुर, बरेली, फतेहगढ़, गोरखपुर, इलाहाबाद, मुरादाबाद और इटावा ) बने कानपुर उसमे से एक था | जौनपुर के कलेक्टर मि. अब्राहम वेलांड को कानपुर का कलेक्टर बनाया गया | वेलांड ने 15 फरवरी 1802 को चार्ज लिया (स्रोत : डॉ. मुनीश्वर निगम द्वारा जारी 26/01/2021 कानपुर शीर्षक पत्रक )
इसके साथ ही 8 मार्च 1802 को मि.वेलांड के कलेक्टर बनने की बात स्पष्ट हैं । कानपुर के कलेक्टर मि. राबर्ट मांटगोमरी की स्टैटिकल रिपोर्ट ऑफ द डिस्ट्रिक् ऑफ कानपुर – 1848 के पैरा 13 के मुताबिक़
13. Mr. A. Welland was on the 8th March 1802, appointed to the Revenue, Judicial and Criminal charge of the District. In addressing the Hon”ble H.Wellesley on the 31st May following, he writes –” The policy of the Nuwab Vizier, and of Meer Ulmas Ally Khan, was to levy and collect by every means practicable, all they could, and at the commencement of each season of cultivation, they granted supplies for carrying it on oven the subsistence, food, raiment and dwelling of the inhabitants were mostly regulated and paid for from the funds furnished by the Government. Regarding the management of the land revenue, he adds — ” The cultivators having been deployed of their stock in the past year, at the cultivating season, advances were made in money or seed; cattle and instruments of husbandry were delivered and at a stipulated rate of value, the amount of which together with a sum as interest, equal to a fourth of the principal, would be received on the gathering of the crops. Whether the terms were verbal or written, it depended on the season how far they were abided by. The Aumil was all powerful and arbitrary, was guided by the interest of the moment, and is said to have always taken the utmost which the stock and produce would afford .”

इसी को आधार मानते हुए डॉ. आर के गुप्ता ने रेवेन्यू हिस्ट्री ऑफ कानपुर डिस्ट्रिक के पृष्ठ 36 पर लिखते हैं
On March 8, 1802, Welland was appointed to the revenue, judicial and criminal charge of the district of kanpur.

कानपुरीयम संस्था की पत्रिका कानपुर कल आज और कल (1) में भी पृष्ठ 8 में 1802 की 8 मार्च को अब्राहम वेलांड कानपुर के प्रथम कलेक्टर, जज तथा मजिस्ट्रेट घोषित होने की बात कही गई है ।
कानपुर का इतिहास भाग 1 ( वर्ष -1950)के पृष्ठ 102 में सन 1802 की 18 मार्च को मि. अब्राहम वेलांड कानपुर के प्रथम कलेक्टर नियुक्त हुए लिखा है इसमें मुद्रण दोष के कारण 8 मार्च 1802 के स्थान पर 18 मार्च 1802 छप गया है ।
सन 1875 में प्रकाशित लाला दरगाही लाल वकील की किताब तवारीख ए जिला कानपुर में लगी कलेक्टर लिस्ट में 9 मार्च 1802 लिखा है ।
सरकारी और प्रशासनिक रिपोर्टो के मुताबिक 8 मार्च 1802 को कानपुर में कलेक्टरी कायम हुई । कानपुर के प्रथम कलेक्टर मि. अब्राहम वेलांड 8 मार्च 1802 से 21मार्च 1803 तक जिला कानपुर के कलेक्टर रहे थे बाद में मि. वेलांड का तबादला बरेली सरकिट कोर्ट के जज के रूप में हो गया था । इसके बाद मि. जे रिचर्डसन कानपुर के दूसरे कलेक्टर हुए उन्होंने 22 मार्च 1803 को चार्ज लिया था ।
सन 1802 मे ही जिले का पहला त्रिसाला भूबन्दोबस्त हुआ वो बिना जिला बने नहीं हो सकता |
